According to the public notice released by the Administrative Committee (Bureau of Economic, Science and Technology Development) of Ganhe Industrial Park, Xining Economic & Technological Development Zone:

Enterprise: Huanghe Xinye Co., Ltd. (Ganhe Industrial Park, Xining Economic & Technological Development Zone, Qinghai Province)

Project: 550,000 tons electrolytic cell upgrading and capacity replacement project

New Construction: 342 sets of 600kA electrolytic cells (total capacity: 550,000 tons)

Capacity to Be Phased Out: 572 sets of 350kA and 400kA electrolytic cells (total capacity: 550,000 tons)

Schedule: Construction commencement in July 2027; official commissioning in December 2028

Recently, SHFE aluminum and cast aluminum alloy futures prices continued to weaken, leading to some loosening of aluminum scrap prices. Cost-side pressure eased slightly from earlier levels, providing room for the price decline. However, the tax receipt issue in the aluminum scrap market remained largely unresolved, making compliant raw material procurement difficult. Enterprises' actual production costs stayed at relatively high levels, offering strong support for ADC12 prices.

Ultimately, actual transaction prices in the central China market centered around a discount of 60-90 yuan/mt against the SHFE aluminum July contract.
